Name of Board

Library and Archives Canada (LAC) Services Advisory Board

Governance

  • Chair: Assistant Deputy Minister, Programs and Services Sector, Library and Archives Canada.
  • Secretariat: Director General, Services Branch, Library and Archives Canada.

Membership

LAC will invite representatives of the varied perspectives of all of LAC's users across Canada to become members of the Board. Tenure of membership will be determined by the Board.

Frequency and Location of Meetings

  • 3 to 4 meetings to be held per year, or as otherwise determined by the Board.
  • Meetings will be held in locations determined by the Board.
  • Videoconference and teleconference technology will be used to facilitate the presence of members who are not able to attend meetings in person.

Minutes

Meetings will be documented and minutes will be posted publicly.

Mandate

Library and Archives Canada operates within the legal and policy framework of the Government of Canada. LAC supports the Government of Canada's goal of serving Canadians in a timely and efficient manner across the country.

The LAC Collection is a complex and rich combination of valuable and important Canadian documentary heritage including government and private records in a wide range of mediums, both published and unpublished. Through the Library and Archives Canada Act, LAC has a mandate which includes the provision that "Canada be served by an institution that is a source of enduring knowledge accessible to all, contributing to the cultural, social and economic advancement of Canada as a free and democratic society."

Over the past thirty years, the environment in which LAC provides public services has changed considerably, both as a result of the technology and information revolutions, and also because of the sharp increase in interest in the history of Canada and its social, cultural and political development. Our increasingly diverse client base includes, among others, high school students, genealogists, academia, the artistic community, and people who have a new, more general interest in the LAC Collection. As a result, the scope and complexity of the needs of LAC's users have increased. Not surprisingly, demand for access to the LAC Collection has risen and the nature of these requests has changed. LAC provides public services to all users wherever they are located through many communication channels including on-site in Ottawa, the Web, phone and mail.

How does LAC balance the needs of our diverse users in the delivery of our public services? Adjustments to government public services ideally should be made in the context of the needs of the users and LAC requires a mechanism to listen carefully to the nature of those needs. Therefore, as part of a broader, ongoing consultation process, LAC is establishing a LAC Services Advisory Board.

The LAC Services Advisory Board will be a consultative body which will examine issues directly related to the services aspect of LAC's mandate and provide advice thereon to the Assistant Deputy Minister, Programs and Services Sector, Library and Archives Canada. These issues may be tabled by either LAC staff or participating members. "Services" is defined to include the following functions: interlibrary loan, copyright and rights management, access to information and privacy, reference and access to records, genealogy, and reproduction services.
